Under the agreement, authors from ACM Member institutions will have unlimited rights to publish in ACM-owned content (Periodicals, Conference Proceedings) without paying APC (Article Processing Charge).

No Article Processing Charge (APC) will be charged if the articles accepted under the agreement are published open access in journals classified as Hybrid and Gold Open Access.

Corresponding authors will be able to publish unlimited open access publications in Hybrid journals in the Oxford Journals Online 2025 journal collection in the publication types of “research article, review article, brief report, case report” without an article processing fee (APC). 2025 New hybrid journals joining the Oxford Journals Online journal collection are included in the agreement. You are required to use your corporate e-mail account when submitting open access articles to the journal. A 15% APC discount will be applied for publications in gold open access journals.

TUBITAK ULAKBIM- Wiley Free Open Access Article Publishing (Read & Publish) Agreement became active as of January 1, 2025.

TUBITAK ULAKBIM Article Selection Criteria

• The author must be affiliated with one of the universities within the scope of EKUAL.
• The submitted article must be accepted by Q1 and Q2 Wiley hybrid and gold open access journals indexed in WOS (excluding Hindawi journals), Web of Science – SCIE, SSCI, AHCI
• Article Types: Research Article, Review Article, Data Article and Rapid Publication
• In order to benefit from the agreement, at least one of the authors of the article must be actively working as a faculty member at a university in Turkey. This author must be a "Co-Author". Students cannot benefit from this right!
• In order for articles to be published open access within the scope of the TUBITAK ULAKBIM open access agreement, publications in hybrid journals must be accepted on or after January 1, 2025, and in gold open access journals, the article must be submitted on or after January 1, 2025 and accepted in 2025.
